Can a person transfer for example to a community college in Missouri to a 4 year university in Illinois?

Answer 1 :
Yes, Anyone can transfer to anywhere they want, provided that they can pass the entrance exams or applications. You need to know that when you transfer, you may lose some credits from courses you've already taken. This is for two reasons. 1) The new college/university does not recognize the class as creditable, or 2) you're going from one type of classes to another (3 terms per year to 2 semesters per year, for example.)

Contact the school, fill out an application and apply. People do it all the time! They will probably look at your grades, GPA, ask for personal references, and maybe have you write out a self reference. Go for it!

If your grades are good enough, you can transfer anywhere.
